The Project provides:
1. Development of the National Registry of Social Protection (NRSP) and support in the TSA Program development that includes: NRSP architecture development (design), software, standard programs introduction, information system creation. NRSP will be created as an important institutional tool to identify poor and will be used for the payment and control, monitoring and evaluation processes of TSA assignment and payment;
2. Capacity building for TSA staged launching that will be carried out through training of civil servants and local government staff, purchase of equipment, capacity-building for the NRSP maintenance and sustainability and support of its introduction for the planning and control of TSA assignment and payment processes;
The Project provides:

Project Components Activities
National Registry of Social Protection (NRSP) and Assistance in TSA Program Development.
National Registry of Social Protection (NRSP) and assisting in the development of targeted social assistance (TSA) is the main project component that provides:
1. TSA software (TSA/IS) Development and Installation
TSA/IS introduction will enhance transparency, targeting and effectiveness of social support of the population that improve approaches to the provision of different types of social benefits in different sizes in accordance with the citizen status.
The new software product ‘Targeted Social Information System in Tajikistan’ (TSA/IS) includes the software required to control the process for receiving and input of the applications to TSA database, definition of the population groups eligible for targeted social benefits and control over the payment, as well as equipping of TSA/IS/NRSP by necessary computers and equipment.
TSA/IS and NRSP have been installed at the server hardware located in the special room within SASP premises in February 2016. Installation and configuration of the server hardware and software has been implemented by the Supplier of the equipment, with the assistance of project consultants.
Upon installation and configuration of the TSA/IS hardware and software components, there was started new software roll-out process in districts (cities. The roll-out process have included site visits, installation of additional software, and user training. Stating from April 2016 all regions and cities of the Program implementation have begun to work using new software.
2. New PMT Formula Development and Testing for TSA Program
Based on the analysis performed by Project M&E international consultant, updated indicators variables for determining the eligibility of applicants to receive TSA benefits have been tested in three selected districts.
Upon test completion, the project consultants have studied preliminary results, arranged field visits and carried out monitoring and evaluation of the impact of the updated indicators to identify poor households.
The entire database of test profiles and preliminary findings were handed over to the international consultant for the further incorporation of appropriate adjustments in the indicators updated coefficients and PMT formula.
At the present, the updated PMT formula is under consideration of the WB experts.
3. Development of the Draft Law on Targeted Social Assistance.
The Draft Law on TSA have been reviewed and adopted by the deputies of the lower house of Parliament - Majlisi Oli the Republic of Tajikistan on 10 November 2016 and submitted to the upper house - the Majlisi Milli Majlisi Oli of Tajikistan. It is expected that the Law will enter into force by the end of 2017, when TSA Program will be rolled-out nation-wide.
Capacity Building for Phased TSA Launching
This Component will support TSA Program implementation, including activities to ensure provision to the new districts and cities where the program will be implemented, by material and technical resources, staff training and Internet access.
Assistance in the Project implementation
This Component will finance activities to support fiduciary team in terms of financial management, organization and procurement, selection of consultants and suppliers of goods, works and services, reporting, monitoring and project audit, and performance of other fiduciary functions.
TSA Program Implementation Activities
With the active project support, TSA to poor households in October 2016 has been extended for additional 15 districts and cities, and as of today covers 40 of the 68 districts and cities in the Republic of Tajikistan.
In 2016, 59,643 households have applied for TSA, including 48,421 applications with information on the household members property were entered into TSA/IS database. As a result of the data processing, 41,241 applications were found eligible and it was put decision for TSA assignment.
